For ten years, he was in charge of public security in the city, combating one of the highest crime rates in the region. Known as &#039;<em>Itapakistan&#039;<\/em>, due to the high number of homicides and drug trafficking, the city was marked by the absence of the State and the strong presence of organized crime.<\/p>\n\n\n\n<p>\u201cWe implemented the homicide department and began to solve crimes, reducing crime. But I understood that this was not enough. Many young people I arrested saw drug trafficking as a means of social advancement because the State was not present in their lives. They lacked opportunities, education, sports and leisure. That was when I understood that the solution was not just repression, but social transformation. I decided to enter politics to change this reality,\u201d he recalls.<\/p>\n\n\n\n<p>A candidate for mayor in 2016, Boigues did not win, but he gained space to continue his political journey. In 2020, he won the election and took over the mayoralty of Itaquaquecetuba with the challenge of reversing years of neglect. In 2024, he was reelected with an impressive 91,70% of the votes, a record approval rating that reflects the impact of his administration.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Governing different areas&nbsp;<\/strong><\/h3>\n\n\n\n<p>Upon taking office, Eduardo Boigues refused to limit his actions to a single area. \u201cWhen I won in 2020, they asked me what my banner would be. But my city needed everything. Infrastructure, health, education, security\u2026 everything needed to be redone,\u201d he explains.<\/p>\n\n\n\n<p>Today, Itaquaquecetuba has 99% of LED lighting, making it the first city in Alto Tiet\u00ea to be fully lit. In the housing sector, it has won two consecutive awards for land regularization. In the security sector, it has transformed the Municipal Civil Guard into the best equipped in the state of S\u00e3o Paulo, with high-caliber weapons, bulletproof vests, new vehicles and drones.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Significant advances in education<\/strong><\/h3>\n\n\n\n<p>When Boigues took office, the city occupied the worst positions in the Basic Education Development Index (IDEB). In four years, it was the third city in Alto Tiet\u00ea that grew the most in the educational ranking and, in 2023, it was awarded by the state government for advances in literacy.<\/p>\n\n\n\n<p>\u201cWe went from last place to 9th place in the IDEB. Our goal now is to be among the top three,\u201d he emphasizes. To this end, the city opened 30 new educational facilities, including daycare centers, schools and the first bilingual school for the deaf in the region. The Escola Aberta project, which serves more than a thousand immigrant students, was awarded by Condemate, guaranteeing Portuguese instruction for Bolivian, Chilean, Uruguayan and Guyanese families living in Itaquaquecetuba.<\/p>\n\n\n\n<p>With five more schools set to open, the city will have 35 new schools by the beginning of next year. In addition, Boigues is committed to comprehensive education, with sports and cultural projects within schools. \u201cToday, we have futsal, rhythmic gymnastics, volleyball and judo within schools. Our young people now have opportunities to dream beyond crime,\u201d he says.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The search for a new model of healthcare service<\/strong><\/h3>\n\n\n\n<p>With 450,000 inhabitants, Itaquaquecetuba has only 18 primary care units and three emergency units. To meet the demand, Boigues opened a 24-hour pediatrics unit and two 24-hour emergency care units. However, he believes that the city needs even greater progress.<\/p>\n\n\n\n<p>\u201cMy dream is to leave a legacy in healthcare. I want to build a Medical Complex where patients can find all specialties in one place. I want to have an exclusive center for women, with ophthalmology, cardiology, neurology and rheumatology services. Our population deserves comprehensive care without having to depend on other municipalities,\u201d he plans.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Public safety<\/strong><\/h3>\n\n\n\n<p>Compared to the last decade, Itaquaquecetuba was one of the 10 cities that most reduced crime in the state of S\u00e3o Paulo. This result is due to a strong investment in the Municipal Civil Guard, which has become a reference in the fight against crime.<\/p>\n\n\n\n<p>\u201cToday, every municipal guard has a bulletproof vest and adequate weapons. We purchased vehicles, motorcycles, drones and made the Guard recognized as the third security force in the municipality, alongside the Military and Civil Police,\u201d he highlights.<\/p>\n\n\n\n<p>The city still faces challenges, such as low revenue and property regularization, but Boigues believes that transformation is happening.&nbsp;<\/p>\n\n\n\n<p>\u201cWhen I took office, 70% of the houses had no documentation. Today, we are among the cities that have made the most progress in land regularization in Brazil. This means that more families have legal security and the city can collect more to invest in public services,\u201d he explains.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A legacy of change and pride for the city<\/strong><\/h3>\n\n\n\n<p>Eduardo Boigues has become a symbol of renewal in Itaquaquecetuba. With a government that is not limited to a specific sector, he has managed to improve the quality of life of the population and change the perception of the city.<\/p>\n\n\n\n<p>\u201cWe have made the biggest transformation that Itaquaquecetuba has ever seen. We went from being abandoned to becoming a leader in several areas. Our city is no longer known for crime, but for growth, education and security.
